As per Education Reform Act 1998
Article 214 - Unrecognised degrees
(1) Any person who, in the course of business, grants, offers to grant or
issues any invitation relating to any award-
(a) which may reasonably be taken to be an award granted or to be granted by
a United Kingdom institution; and
(b) which either-
(i) is described as a degree; or
(ii) purports to confer on its holder the right to the title of bachelor,
master or doctor and may reasonably be taken to be a degree;

The reply for this is:-
OXCEL Certifications are not degrees, but certifications that offer
professional recognition of the participants leadership competencies.
Achievement of OXCEL qualifications allows Members to use the abbreviation
Mem OXCEL after their name.
- we do not describe them to be degrees
- and we do not purport them to be hold the right to the title (thus they
are not a degree) - they only become a member at the achievement level (ie
MemOXCEL- Fellow Level)

The word Master is in common usage in the UK and signifies a position of
power and expertise; it is not restricted to describing degrees and as long
as it is clear that, for OXCEL, Master signifies a level of membership of a
professional organisation, it lies outside the scope of the Education
Reform Act
